Hi

Is this sentence natural English? Any suggestions please?

There was such a hype and hoopla on the television the other day about rain and snow taking place and temperature drop below zero.

No. Hype and hoopla are much, much more extreme. A good example is all the crazy stuff that happens as an American national political convention.

In your example, I would just say

eg There was such a fuss on TV the other day about rain and snow and the temperature dropping below zero.
