Would you please tell me what the following sentence really means? Thank you for your help.

Hurricane Irene could cause East Coast homeowners billions in unprotected losses and lead to higher insurance premiums.

It is a little strange, isn't it? I think it is saying two things: (1) many homeowners are uninsured for hurricanes, and (2) after Hurricane Irene, hurricane insurance will become more expensive.

A "premium" is what you pay for your insurance. It's an odd use of the word and it may have caused you a bit of confusion.

Higher premiums = higher prices for insurance coverage, as Mr. M said above.
