humpback whales

>In order to collect and to monitoring the oceanographic in a global perspective tagging of the major humpback populations in the world, the humpback whales are the ideal ocean mammal for this purpose, as the humpbacks are covering huge distances during their migration routes between feeding and mating grounds.

Please help me with the text I am reading.

1) Do you think there is (should be) a comma after perspective?

2) Do "the major humpback populations" and "the humpback whales" refer to the same thing?

Looks to me like it says the humpback whales account for the major populations of humpbacks".
But could not find any humpback ocean mammals other than the whales.

The text might have been written by a non-native speaker. I simply copied/pasted.
I am trying to translate it into my language.

So the English does not have to be (officially) corrected. I need to know what it means.

My guess is like this:
