'C' is correct. 'Broad' can possibly be used in conjunction with a human characteristic, eg 'He has a broad outlook.' However, 'broad' used with a concrete noun usually refers to a physical quality. At a stretch, a 'broad man' may imply that his sholders are broad. This is slightly confusing, though, if it is followed by an adjective which points to an aspect of personality ('stern'), as opposed to one which refers to a physical size, eg 'My father is a broad and tall man.'

I'm not sure whether they want you to use just one of the words or both.

However, both broad-shouldered and stern-faced work in this context.
