How/Where could he get out of town?

Hi teachers,
Would these questions be appropriate for ‘You can get out of town along the river.'
a) How could he get out of town? Along the river.
b) Where could he get out of town? Along the river.
Is it possible to answer both of them like this, 'By going along the river'?

Yes. However, I do think that "How could he get out of town?" is OK, provided of course that the answer to "How?" is clear and well-defined in the text.
