When we use on the other hand in a sentence , what phrase does usually go with it ?

Since, we are talking about another side, we should mention something before using it. Correct ?

Ex : First, .......... . On the other hand . . . . . . ..

[I do not know exactly what to use first. I just used first here to ask this question]

Nothing goes with 'on the other hand'. It is a discourse marker itself.

It's actually quite common to say
On the one hand, many suggest... [paragraph].

On the other hand, there are almost as many who believe... [opposing view].

While you certainly can use "on the other hand" without anything preceding it, you can't say "On the one hand" without following it with "on the other hand."
