"However" as conj adv vs. starting new sentence

When I'm typing dictation, I don't always know if I should use the word "however" as a conjunctive adverb or start a new sentence.

The patient was getting worse; however he didn't believe it.

The patient was getting worse. However, he didn't believe it.
