I would get my facts straight first. Are you sure that the UN is "looking to impose sanctions"? All I've seen are reasonable calls for compliance with a treaty by the independent body, the INCB, whose job it is to call for compliance with treaties.

Yes, "on" goes with "treaty". I changed it because the treaty is not on that.
