How would you rate this essay?

I'm practicing for the TOEFL test - writing section where students should write essays about different topics. I hope someone help here.

This essay is about should university students be required to attend calsses or not?

Here is the essay:

During my university period, I’ve studied many courses. Only few of them had full student attendance.
Students would skip classes for many reasons. Some skip classes because the teacher is not good at transferring and explaining his ideas, some because they don’t feel any desire to attend a class, some because the teacher is boring, some because they just want to hang out with their friends during class time...etc. We can write a full page about the reasons.
In response to that, many universities decreed that students are required to attend classes, and that students who exceed certain limit in skipping a class are subject to punishments that vary from university to another.
I think that students should not be required to attend classes. Students can now learn from many other educational sources and this sources may provide better teaching than class teachers of the university. However, if a university teacher is really good, students themselves will not skip his class.
When students are free to choose between attending a class or not, the university can see which class or which teacher has more attendees, and based on that, they can make decisions to improve teaching process, and they can see who their best teachers are.
I’ve been in classes where I would attend every day because I realized that the instructor is great and passionated about what he was teaching. I’ve also been in classes where I counted minutes for the lecture to end because either I wasn’t learning anything new or because I was bored and overwhelmed with information.
I think that we are in a fast-changing age. A lot of things have been changed, and education methods should change as well. What worked 200 years ago may not be suitable for us. There are plenty of ways to learn now, and students should be who choose whether they will attend a class or not, and they will find the results of their decisions not anyone else.
