I would avoid the "up or down" wording as it is confusing. Here are a couple of alternatives.

Theoretically, you could say

"How many floors away does one have to be to not hear the drilling?"
But it would not be as clear. You could also word it:

"How many floors away does one have to be in order not to hear the drilling?"

All the "so as" sentences are acceptable.
