How would you interpret this sentence?

The referee considers a player short.


Does it mean,

1. The referee considers a player is short in height? (physical appearance)

or

2. The referee considers a player is short in quantity? (not enough)

second interpretation is from 'food is short'.


Those two interpretations are possible you think?
