How would you interpret this definition?

A section of Penal Code states the definition of Grievous hurt as: Any hurt which endangers life. How would you interpret the definition?

1) Any hurt which (actually) made a person go in a critical condition (= might die).

2) Any hurt which could have made the person go in a critical condition. (life endangering hurt)
