The killers will be being apprehended.......coz if its...The killers will be apprehending the killers.....that would still be in active voice.....

That is not reported speech. Reported speech generally begins with 'The man said that...'. Your original question makes no mention of voice, active or passive. Would you please review your homework assignment and tell us precisely what your teacher's instructions for this exercise are?
