How will it be correctly? I say you or I say to you

I read one book where i saw one mismatch: i say you and i say to you.

I'm wondering, which one will be correct?

I say "you." This means that the person utters the word "you."

I say to you. This means that the person is talking to another person, perhaps giving advice.
