How will be right?

The buttons on the mouse are (USED or USING) to select items at which the mouse points.

I think "using" but I don't understand why we use "are using" in this sentence. Can anyone explain me this?

It should be "are used". "are" is the correct verb because the subject is "buttons".

The verb has to agree with the subject whether the sentence is in the passive or active voice.

The cats have eaten the birds. ("have" is a plural verb.)

The birds have been eaten by the cats. ( as above)
