How to write titles?

I read an article tilted "Giant Company Cornered by Two Students" and I was wondering if a verb, "is" is omitted or "a relative clause", "that is" is omitted in the title, or either way is okay? I have learned that a verb "are" is omitted in "All rights reserved", so I think we can apply the same rule to the title or is there more I should know about how to write English titles?
