I think I'd say Make sure to turn off the faucet completely so it doesn't leak. BTW, in BrE, it's "tap".

There are many versions.

I might use, "Close the valve tightly so it doesn't drip." (If it's the drip you're trying to prevent.)

To my way of thinking, "fully" and "completely" are absolutes, and the measure of "when it's completely off" is when it stops dripping --- which depends a lot on the type and condition of the faucet. (It may leak.)
