How to write multiple places

I am still confused how to write several names of places in a title of a writing in a correct way. Which one is correct "Some Losses Experienced by farmers in Arso Village of Barso District of Carso Province" or "Some Losses Experienced by Farmers in Arso Village, Barso District, Carso Province" ?
