This is something I'd like to know. What is the proper way to address them in an invitation? "Dear Prime Minister" or "Dear MP" doesn't seem right to me.

To formally address a Prime Minister you should address him as "Your Excellency" but in the case of the Prime Minister in England you should address him as "Your Right Honourable"

I am writing a letter to Prime Minister Taro Aso. I addressed the letter with the following:

Dear Aso-san:

...body...

This is nonsense, the correct way to address the PM is to call him either Prime Minister or Mr Brown, he holds no other title currently. He would only be addressed as Your Excellency if he were an Ambassador.
The Right Honourable title is only prefix used in signature by the PM and is not used as a personal address in conversation.
