How to write exactly.

Hi !!
I don't know what's difference meaning below

It turned out that he was good person (this means" now" we can't sure he is good person?)

It turns out that he is good person (this means now he is good peson)

Than, if I wrote "it turned out that he is good person " is this okay??
Because I want to express "turning out" time is past and his personal is still good

2. In speaking , it's =it is and it was (both is okay?)

Please re-read my post above; I have answered your question there. CJ has explained in detail. I say that we presume he is still good only because of that particular word: goodness is not an ephemeral quality. If a person was good before, he is likely to be good now, but we cannot know that from the sentence itself.
