Jeff, the style guides I use say spell out numbers less than ten. I think that's a bit more common than all number less than 100.

Also, I don't advocate mixing numerals and words in the same sentence -- if you are 13, then I would keep the 8 as and 8 and not as eight. It's illogical to me to have that mix.

Anyway, the key is that whether to write 8 or eight, or 13 or thirteen,
