How to Write a Request to Have Company Sponsor a Seminar

Any suggestions on how to write a request to have a company sponsor a seminar for its employees? This seminar is not related to the business at hand, but as a safety course (personal) directed at the female employees and/or spouses of employees. I look forward to getting any and all suggestions. Thanks in advance.
