How to write a letter to the college principle to get back certificates?

Dear friends, I studied bsc computer science in 2008 and dropped my studies in 2009 because of my family financial problem. I tried to get my all my 10th, 12th mark list and Transfer certificate but the college told me to pay the rest two years fee and exam fees and to get my certificates back... i suffered a lot and finally i went to bench court 2011 to get my certificates back.. There also they told me the same thing and to get my certificates back.. Now I badly need my certificate because without y 10th or 12th certificate,i cant get voter id, pan card or anything.. I badly need m certificates now.. So i went to the college back to ask for the details but they refused to talk anything because of the court issue and told me to send a mail ... so pls anyone help me to write a letter asking for my 10th, 12th marklist and TC
