How to write a good title? (Just one sentence please!)

I am trying to put a title to one proposal. However it looks lousy as follows:

"Make the company.com displays/procedures more user-friendly"

Can anyone give me a hand?

If you change the verb form and replace the slash with and, it seems fine to me as a proposal:

Making the company.com displays and procedures more user-friendly

I suppose it could be shortened to:

Making the company website more user-friendly

However I have another question:

What is the distinction between the verb form and noun form when used in a title? Is the verb form more commanding or are there other implications?

I changed it to the active participle because you indicated that it was to the be the title of a proposal. I presume that it is a

A proposal for making the company website more user-friendly

(That also would be a fine title.)

However it remains a mystery to me as to what forms to be used when writing a title for a proposal, a task, a strategy, or an action plan. For example, if the topic is to improve the profit, I would use one of the followings randomly:

[1] Improve the Profit

[2] To Improve the Profit

[3] Improving the Profit
