How to write a debate?

Question

I got this piece of writing topic for my application to a high school, "Australia should have a carbon tax." Debate both sides of the argument(Max 500 words)... The problem is, I don't know how to write a debate. Is it the same as an essay but lean to one point of view?

Any help would be appreciated. Thanks!

So do I state my side in the introduction? Do I list all the good and bad stuff in the body? And then rehearse my side in the conclusion?

Eg:

I believe Australia shouldn't have a carbon tax due to many reasons. Businesses aren't the one that is penalised, consumers are the one. Prices of food, transport, bills: inflation of everything, causes depression. On contrast, carbon tax reduces emission of carbon dioxide, hence slowing down global warming. It will also lead to competition which paves the road for innovation.

Inflation price of everything will cause a depression. Blah blah blah...(expanding on the topic sentence)

On the other hand, carbon tax reduces emission of carbon dioxide. Blah blah blah...(expanding on the topic sentence)

The most important fact, competition leads to innovation. Blah blah blah(expanding on the topic sentence)

In conclusion, Australia should not have carbon tax, because blah blah blah.... (comparing the good and bad)

Hi,

One approach is to ldiscuss all the pros of all the topics, and then discuss all the cons of all the topics.

Another is to discuss the pros and cons of each topic together.

There's not a lot you can do in 500 words, is there?
