I got this piece of writing topic for my application to a high school, "Australia should have a carbon tax." Debate both sides of the argument(Max 500 words)... The problem is, I don't know how to write a debate. Is it the same as an essay but lean to one point of view?

So do I state my side in the introduction? Do I list all the good and bad stuff in the body? And then rehearse my side in the conclusion?
Eg:

Going to Fort Street? or has another school introduced this? Well i suppose we could use approaches and arguments already stated by the government and alter some parts to give it a more persuasive text
