how to write a congratulations letter (official)

I've to write a letter to my co.'s franchisee's congratulating them for their performance, & telling them that their commission till date have been credited to their a/c's. Please suggest how to start & what would be the layout.

i'm actually on writing a congraulate letter and the first things you need to think about is.. how would you like to be congragulated, what would you want the writer to say and what things they would/wouldn't react to .just don't use any words that they wouldn't be aware of and try to keep it informing but simple .........
