How to word this senetence correctly

How do I word this sentence correctly? So it doesn't sound ambiguous. Specifically the part after 'that.' Here are the two ways I've tried:

1) It is the duty of one solider to another that he should help the other if he needs it.

2) It is the duty of one solider to another that one should help the other if he needs it.
