How to well read dictionary explanations?

easy to understand

expressed in a simple and direct way so that people understand

Here is a definition of the word clear and I feel like the explanation is somewhat odd to me because I am not sure that the word express can be used like that way? If we rewrite the explanation, it is "Clear is expressed in a simple and direct way...." Although the structure is correct, the meaning of it is somewhat strange, isn't it? Or is there a different way of reading the definition of the dictionary and is there no problem with the explanation and usage of expressed?

What do you native English speakers think? Thank you so much as usual in advance.

The correct relationship between the two is "means", not "is", and the subject (the word to be defined) should be in quotes, and possibly the definition as well.
