HOW TO USE ''TO'' ''THAT'' ''FOR''

1. it is important to you/ it is important for you. 2. I can make a payment for my tuition/ make a payment to my tuition.
2. There is not (that) everything is perfect.

sometimes, I am so confused about how to use ''to'' ''that'' and ''for'' because sometimes I can omit that, but sometimes I cannot omit it.
