How to use ' to ' after the subjects of sentences

Hi! I'm not native English speaker so
I do need help from you. Could anyone tell me how to use 'to' after the subjects of sentences or phrases,for example,

"School band to perform new song tonight"

I wonder what is the purpose of using 'to' like this. Do it use for news topic?
