How to use 'time and effort.'

One of the teaching material I use says that it's not acceptable to use the phrase, 'It takes a lot of time and effort to.' It says it's inappropriate because the collocation of 'take' and 'effort' is unnatural. But is this true? The phrase sounds natural to me and I've seen the expression very often.
