How to use second conditionals with time

In the following sentence, what I wanted to mention was at the moment that someone making phone calls in a library, other might find it disturbing. As long as we are talk about a particular time when the event is being happened, should we use "be + ing verb" in order to talk about the situation accurately? Furthermore, I would really grateful if someone let me know which of the following sentences are more accurate and correct to fulfill my requirement?


For example, a library should be a tranquil area. Under such conditions, were some, for instance, to make a digital conversation, it would serve as a deterrent to others to read books there.
