How to use "likely"

Could you tell me if the ways of likely below are correct or not?

#1 It is likely that he comes late again.

#2 It is likely for him to come late again.

#3 He is likely that he comes late again.

#4 He is likely to come late again.

2. "It is likely for him to ..." is not right.
