How to use it properly

Hi,

Can you tell me how to use a word or phrase or clause as an adjective in quotation marks properly? It gets confused as to how to use them properly. Any guidelines?

eg,

"on the spot" decisions??

Generally, you don't put it in quotation marks at all. Use the hyphens as you have in your second example. Only use quotes if you are using it in an unexpected way.
