How to use "in an effort to"

I found "in an effort to" in one of articles that I've read. Plus, after some google search, I also found that "in an attempt to" is feasible. Therefore, I used that phrase in the following sentence, which has been written as a part of one of my essays. I would really appreciate it if someone could provide some feedback on the following sentence especially focusing on the usage of "in an effort to" phrase.


Therefore, the general belief is that were the authorities, for example, to implement approaches in an effort to improve the education of the citizens, it would be feasible to mitigate this shared social problem to a certain extent.
