What I wanted to mention in the first part of the sentence was every rule should affect on everyone in the same way. Therefore, I would really grateful if someone let me know whether the usage of "evenly" in the following sentence is correct or not. In addition, please tell me what are the other alternatives to "in the same way", it it is feasible.
Since every rule should have implications for the inhabitants of a country evenly, such actions might not be the best way to tackle this obstacle.
