How to use "comma"??

Look at them below.

A. CIA accuses her of the attack, citing her connection with the terrorists.

B. CIA accuses her of the attack citing her connection with the terrorists.

Those are same sentence except Comma before 'citing ~..'

what is the defference BT them??

Both should read ' The CIA'. The one without the comma is wrong.
