How to use "come on"

Hello everyone,

I am not sure if the phrasal verb, come on, is used correctly here. Please let me know if these sentences sound awkward?

"A slight prickling sensation on his legs was coming on." or should it be
"A slight prickling sensation is coming on on his legs."

There is something wrong with both of those, and I'm not sure what. It might be that the sensation can't just come on. He has to be said to feel it coming on.
