How to use this line structure
All staff have been warned that they face the axe should productivity not improve.

Can we write this sentence " If an effective conservation program is not implemented, tigers will soon get extinct" as "Tigers will soon get extinct should an effective conservation program not implemented".

Can anyone tell how to convert simple sentence to this sentence structure?

It looks to me like you have already discovered how to do that. Take a first conditional and substitute 'should' for 'if'. Or do the reverse if you're going the other way. (The order of the clauses makes no difference.)

If you see Laura, say 'hello' for me.
