How to understand what type of time is used in sentence with COMPLEX SUBJECT

Hi guys! How to understand what type of time is used in sentence with COMPLEX SUBJECT? for example, there is a following sentence:

Andrew was said to arrive his home.
can this be the future time?

for example,

(without complex subject) Our neighbour said that Andrew would arrive his home -> Andrew was said to arrive his home(with c.s)

can this be the past time?

for example,

Our neighbour said that Andrew arrived his home -> Andrew was said to arrive his home(with c.s)
