How to understand this sentence?

Hi,

I have some trouble to understand the following phrase:
"Fishers in wood boats prowl Raja Ampat’s teeming waters as baitfish
circle a tiny island".
Without punctuation, I have troubles to get the right meaning !
Can somebody help to figure out the meaning?

Thanks but I still confused because of succession of names (baitfish, circle, tiny island..) ! I don't know if I should understand them as verb or nouns!
Can you please paraphrase this sentence in other words?
