How to understand this phrase?

Hi. I'm from non-English speaking country, but know English quite well. Recently I've heard the following:
- Yeah, she was all over me.
- Dude, you dog.
I guess that these two phrases are phrasal verbs. And they are used in a sexual context. I know the meaning of a first phrase, but what does the second phrase mean?

It is slang, and cannot be translated literally, but I would take the general idea to be, "I admire your success with the ladies, my friend."
