How to understand these words

I've read carefully the General Guidelines and Terms and Conditions on EnglishForward.com. But I have some words that I can not understand fully, nor can I find them in my English dictionary.

Would any body give me an explanation?

***"a full release form" in the item below. What does it mean?

1) You certify that you are 13 years of age or over. All individuals under the age of 13 years will need a full release form from their parents before posting. This is to comply with the Children’s Online Privacy Protection Act of 2000 (COPPA).

***"Self promotional URL drops", "whisper campaigns", and "are retro active" in the following paragraph. What are their meanings?

14) Self promotional URL drops and whisper campaigns are strictly forbidden within the forums and will be edited out.

Hello Mikeli, 1) The 'full release form' refers to getting signed parental permission to use the forum. A release form is something that absolves a company of some responsibility, for example if you go sky diving you will have to sign a release form stating that you are in good health, will follow instruction and accept that it is a risky sport. In this case, the parents could not then later come back and complain that their child had seen something they did not want them to see, or some other problem, as they are fully aware that their child is using the site.

But your last explanation, "Retro active means it will be applied to postings made before the rule was written.". Is the "it" herein is "the rule" in this sentence? Just to make sure.
