How to understand the word "refrain" in this sentence?

In a refrain now common in Beijing corridors of power, he praises the former Tennessee senator:" he is a straighforward and sincere. And he knows Clinton very well."

Who could explain the first sentence for me in Chinese or even in English is fine..

He praises that man with words that are as well known as the chorus (repeating) section of a song (i.e., a refrain) because these words are so often said by those who are in power in Beijing -- those who can be found in the corridors (hallways) of governmen
