How to understand the sentence?

Given that many people's moods are regulated by the chemical action of chocolate, it was probably only a matter of time before somebody made the chocolate shop similar to a drugstore of Chinese medicine. What is good about chocolate? A. It serves as a suitable gift.
B. It works as an effective medicine.
C. It helps improve the state of mind.
D. It strengthens business relations.
The answer is C, but I am not sure whether "regulated" means "helps improve".

It doesn't. It means "controlled". I would have picked B, but the question is flawed. Nothing there says that chocolate's effects are good.

Well, yes. Obviously the answer is C. The problem is that we know from personal experience that chocolate improves our state of mind, but nothing in the accompanying text says anything like that!
