How to understand a strange juxtaposition of word like this

I look up the meaning of the word "credence" and what I see is "Belief as to the true of something". What does it mean? (phrase "as to"). How can they write such a phrase.

Can I ask you the same question with phrase "something gives rise to something else"? May "give rise to" means making something appear?
