How to understand a sentence which is started with 'where~'?

Dear all

I came across one sentence which is started 'where' as below.

"Where people are turning to social media is if their complaint is not dealt with."

How to understand like this start with 'Wh-'?. I reckon that 'people are turning to social media' is one complete sentence. so I can see that sentnece as 'Where S+V is if~'.

how to understand (meaning and grammar) easily when I encounter it?
