How to teach students' fluency in vocabulary

how to teach students' fluency in vocabulary  I have one major project dealing with fluency in vocabulary... I have to make some ways how to teach students in order to be fluent in vocabulary. Is there any relationship with reading skill? and what is the appropriate method to teach this case.

The best vocabulary work is indeed reading, reading and more reading. Sometimes the students should use their dictionaries to understand every word; other times, they should try to understand the reading generally without using their dictionaries. Be sure that the reading material is of interest to the students; let them choose their own. Newspapers, magazines, Harry Potter or War and Peace-- what is most important is that the student should be interested in the subject.

With passages in class, be sure not simply to read through with the students and consider it finished. The way we maintain our vocabularies is by using them. Discuss each new word, show them different forms of the word/root, have them make some sentences, have them write them down in a notebook, have them notice also spelling and pronunciation, have a spelling bee at the end of the lesson-- any way of working with the words, of tying them into the broader vocabulary, will help students retain them as best they can without actually using them in an English-speaking environment.
