How to spell out year/date?

For example, 1986.

Do I write it as 'nineteen eighty-six'? Is this right?

But what of 2016? would it be 'twenty sixteen' or 'two thousand and sixteen'?

Yes.

You may do either (and also omit 'and'). It is not a common way to treat dates, Linda, so spell them out sparingly.
