There is a saying in Chinese, something like "This is too water, blahblah". Which means, originally, some dealers when they sale milk, they add water into it, so to make more profit, or when they sale organic silk milk, they add water into it so to make more money. And when people taste it, they excaim, "this is too water...",
water is a noun, but it is now becoming an adjective. After that, the whole Chinese people will describe something that is very low quality, or even bad quality, mostly with human's unfaithful in it, something like this.
For example, I will say when I read a very bad academic paper, I will say, this is too water. or When I watch a bad football team, I found they are so bad, I will say, they are too water...
